About HZFTEC

1. To carry through and implement the guidelines, policies, laws and regulations of the state for foreign trade and economic cooperation. To study and formulate the district laws, regulations, rules and policies for the administration of the foreign economic and trade work, and organize the implementation thereof.

2. To study and formulate the mid-term and long-term plans and development strategies for the import and export of Heze district. To be responsible for the administration and implementation of the policies related to the import and export licenses and public bidding of quotas and the administration of the plans of import quotas with competent authority. To study and popularize new trade modalities. To be in charge of the investigation and handling of antidumping and countervailing cases and safeguard measures concerning the import and export of commodities of Heze district. To guide and coordinate exporters of Heze district in responding to anti-dumping investigations initiated by foreign countries.

3. To study and formulate the planning and development strategies for attracting foreign investment to Heze distric. To coordinate and provide guidance to Heze’s foreign investment work. To be responsible for the examination and approval of the contract, articles of association and projects of processing trade of foreign-invested enterprises. To be in charge of the oversight and examination of the implementation and execution of pertinent law and regulations, contract and articles of association by foreign-invested enterprises. To guide and administer the import and export by foreign-invested enterprises. To coordinate and settle the problems arising from foreign investment.

4. To study and formulate plans of technological trade with foreign countries and the policies and measures encouraging the export of technological products and complete plant. To regulate the import of technology, import and export of equipment and international bidding. To be responsible for the administration of the export of technologies under export restriction and prohibition and re-export of imported technology from abroad.

5. To formulate developing plans for the international economic and technological cooperation, overseas investment and international service trade. To be responsible for the administration and supervision of overseas project contracting, labor cooperation, and designing and consulting service. To be in charge of the administration of those enterprises and resident representative offices set up with Heze's investment overseas. To be accountable for the coordination and administration of the projects of foreign aid and the projects of economic and technological cooperation with foreign governments, and projects provided by the United Nations and non-governmental foreign organizations gratis.　　　　　
6. To be responsible for the administration and implementation of the national policies and guiding methods concerning processing trade with competent authority, the review and approval of business concerning processing trade under the district jurisdiction and providing macro-guidance to the work of processing trade.
